[Building Sakai] The Switch to Java 1.6

I've been building in my dev environment (linux) with Java6 (IBM &
Sun) for over a year.  We use c3p0 so it's been no problem.  DBCP
still hasn't grown up to Java6 so that will be a hindrance.
