[Building Sakai] Work flow of Announcement

Hi,

I am using sakai 2.4.1. I have created a project website and I have added an announcement as "public". But when I take other Project websites, this announcement is not displayed. My requirement is that if I made an announcement "public" every sakai members must see it in every site. I dont know whether  the current announcement tool works like that.

Or can you please explain the work flow of announcement tool in sakai 2.4.1. Its very urgent since I am stuck with this.
