[Building Sakai] RV: Tomcat version and sakai 2.6.x

I don't think theres likely to be any security issues from using the earlier
version since vendors who ship the earlier version take pains to backport
any security fixes from new releases.

However, I would be wary of using any version that's not the standard
package downloaded from apache.

I have tried to use the version shipped with redhat a couple of times and
always had trouble. It always refuses to start, exiting with weird error
messgaes.
