[Building Sakai] Code review - support partial downloads in access servlet (KNL-215)

Hi all,

Anyone with some time to spare is invited to review the patch at:

http://jira.sakaiproject.org/jira/browse/KNL-215

which is to support http/1.1 partial downloads in the access servlet. This enables resuming incomplete downloads, better support for download managers, and better support for media players.

This is a modified version of the Tomcat implementation, so should be reasonably mature.
