[Building Sakai] User life-cycle / SAK-6603

Hi all,

Does Sakai have any methodology that would help us decide how to handle 
the issue in SAK-6603?

If a user is "deleted", or their user id becomes obsolete, what *should* 
happen to all their membership and content?
