You can remove the signup tool from the gateway site. Use the Sites
tool in the Administration workspace to remove the page with the
account signup tool on it.

If you remove the .anon role from the gateway site then anyone trying
to visit it will have to login first, but after logging in then they
will get taken to the gateway site still.

To remove to .anon role, login as an administrator and go to the
Administration Workspace. Go to the Realms tool and search for the the
realm "!gateway", click on the result /site/!gateway and then click on
the Role ID of .anon. Click remove role and then click Save to save
the realm.

Now anyone attempting to visit the gateway site should be prompted to
login first.

If you want to add the .anon role back you just need to recreate the
role with site.visit permission.
