Folks,
We've had a request to add the roster tool to all of our sites, but  
we'd like to have the option of adding the roster tool only after the  
deadline to enroll in  a course has passed.   [Yes, to avoid the  
possibility of students enrolling to stalk another student.].  Any  
suggestions on how to implement?
