CAS is not redirecting to right Sakai URL. Specifically, it is 
redirecting to this URL:

http://nonglam.cntt.com:8080/sakai-login-tool/container

which is wrong based on your tests. It needs to redirect to:

http://nonglam.cntt.com:28080/sakai-login-tool/container

Did you restart Sakai after changing the "serverUrl" setting in 
sakai.properties? Also, CAS might be configured with the wrong 
port for the Sakai URL in one of its settings.
