[Building Sakai] Sakai and CAS

If the context failed to start because of a bad web.xml then it may  
not exist, I think that's the issue.

What is catalina.out showing when Tomcat starts up this particular  
context (webapp)? You've restarted Tomcat since adding this stuff  
right? And got the casclient jar in the right spot?
