[Building Sakai] the url specified in a web content should occupy fuul screen instead of the tool frame

Hi Neeru,

Many before you have tried this but I don't think really got what they  
were after, ie a full screen portlet. There's been a number of posts  
about this before though so you might be able to get some ideas by  
searching back. It'd going to require work though.
