[Building Sakai] Secretary role

Hello All/Steve,
I have scenario like as following,
There will be users in a hierarchy like
Admin - All rights
Manager - less rights than admin and more that secretary.
Secretary & User -  have least roles in hierarchy.


Manager will be having a rights of assigning  some roles of his accounts to
his secretary.

When secretary logged in she will be able to check her account + her
managers account details.

is it possible in sakai??

If yes then please guide me.
