[Building Sakai] Intermittent 0-size attachments in Tests & Quizzes

Hi Karen:

Yes, in sam_media_t, we have the file name, file size and location
information for the missing files, but when we follow the LOCATIONs, files
that cannot be successfully downloaded do not exist, while others that can
be successfully downloaded do exist.

>From a Samigo perspective, do attachments uploaded as answers to assessments
just stay in samigo.answerUploadRepositoryPath forever?
