[Building Sakai] KNL-237: Oracle confirmation

We are preparing to release kernel-1.0.13.  KNL-237 is on the list for  
inclusion but only if you have confirmed that the patch works against  
all supported databases (Oracle, MySQL and DB2).  The Jira comments  
suggest that Oracle still requires confirmation.

If you've not had a chance to confirm this fix against Oracle we will  
bump KNL-237 to 1.0.14.
