[Building Sakai] Sakai email notifications

[Mame-Awa Diop]

Hello,

Is there any way to configure Sakai email notifications, specially for 
the Resources and Assignment tool. I want the email notification 
priority to be at its lowest value for every tool in a new user 
workspace and every tool in a new site if possible.
