[Building Sakai] truncation of uploads

In testing WebDAV I've run into files being truncated on upload. This is on a Mac with Tomcat 5.5.27. The problem seems to be in Tomcat, not Sakai. The input stream is returning EOF too soon.

There are a set of bugs documented here: https://issues.apache.org/bugzilla/show_bug.cgi?id=44494 

They are supposed to be fixed in 5.5.27. However my problems occur with 5.5.27. Our production is 5.5.20, which appears to be before the bug was introduced. My testing is also on OS X, which of course introduces another possible difference.

I can reproduce the problem on qa3-us, which is Sakai 2.7 and Tomcat 5.5.27, and also qa2-us, which is Sakai 2.6.x and Tomcat 5.5.26.
