[Building Sakai] Locale of Email Template

Dear All,

My Sakai is running in Locale en_US. Now i want to use the
EmailTemplateServices, It have error:

org.sakaiproject.emailtemplateservice.service.impl.EmailTemplateServiceImpl
- no template found for: sitemanage.notifyNewUserEmail in locale en_US

Where can i find the enUS email template?
