[Building Sakai] testing script

A lot of times we need to recreate prod instances to test or fix  
things, and recreating the db is usually pretty easy, but moving large  
amounts of content around is not.  We've talked a few times about  
creating a script that would look at the content in the db and then  
just stub out 0 length files on the file system.  For most test cases  
you really don't need the actual content just need a file there. Just  
wondering if anyone has done anything like that already before we get  
started.
