[Building Sakai] Site Helper and E-Mail messages

Ahh, I see. This affects our support abilities to some degree.. is there 
any objection (or support) to merging a patch for 
org.sakaiproject.util.SiteEmailNotification that refines this recipient 
list to explicit site members? I'm testing one locally right now.
