[Building Sakai] Adding a tool to all workspaces?

Are there instructions anywhere for adding a tool to all workspaces
(existing ones and future ones)?
I know of the (update template and delete all) and the (update
template and DB munging) techniques but if there is one documented
somewhere I would much prefer just pointing people to it.
