[Building Sakai] Assignment XML blob

On the 2.6 release page (
http://bugs.sakaiproject.org/confluence/display/REL/Sakai+2.6+Overview  - a
work in progress, I assume), there is mention of an improvement of the
assignments tool:

   - Refactoring of db to improve performance; involves moving selected meta
   data from XML blob into table columns and supporting migration code.

Is that true?
SAK-11103 seems to indicate that it isn't.
