[Building Sakai] Localizing tools descriptions & titles ins 2.6.x

Hello, all developers.

I just have checked out 2.6.x Sakai version, build it and found that
there is no localized tool titles and descriptions. There was
tools.properties
(https://source.sakaiproject.org/svn/tool/branches/sakai_2-5-x/tool-impl/)
in 2.5 version, but it seems have removed from 2.6.x
(https://source.sakaiproject.org/svn/tool/branches/sakai_2-6-x/tool-impl/).

How can I change titles & descriptions into my language? I've found
them only in the .xml files, but there is no way to localize them
there.
