[Building Sakai] File Upload Size

Gopal,
You would have to restart the server for the changes in the config 
file to take effect.
You can make global changes using
SET GLOBAL ...
But global changes won't affect the current connection so you would have to do
SET LOCAL ...

or log out and re-connect to see the changes.
