[Building Sakai] Encrypt password on sakai user

Hi,

As mentioned before, you should NOT be doing this manually. If you  
have an external system, use the Web Services to create a user account:

http://bugs.sakaiproject.org/confluence/display/WEBSVCS/Home

This makes the API calls and takes care of everything for you.
