[sakai-core-team] Labels and PR's

I was experimenting with adding a few labels to pull requests to help
signify if some PR might be on hold for some reason. Any feedback? There
were already a few labels there.

"in progress" - this is still something being worked on and don't merge it
yet because it's unfinished
"needs review" - something that could specifically use additional comment
or code review on

Maybe there's some more that we could use. I think specifically we'd want
to use a few labels to only make a distinction between only issues that are
"Open" and need some special attention. We don't have to mark things "won't
fix, bug, enhancement" or anything as that information is in jira.
