[sakai-core-team] Strange behaviour in master

It looks like this isn't a cache, and it is schedule by default to run the
refresh every minute. If it's taking 20 minutes that seems like something
is wrong? I think it could be *nice* if there was a way to force this to
run (like a button on the Memory page or somewhere), but not sure why it
would be taking so long or what to set in a test enviornment to change that.
