[sakai-core-team] Merge questions with Samigo question pool fixes

I'm trying to figure out a few patches and what needs to be merged to 10.x
to not cause any issues.

It looks like SAM-2385 and SAM-2395 are connected and need to be merged in
order. SAM-2341 seems like it was "before" SAM-2385 based on the title. So
my guess is that it was (SAM-2341 [in 10.1]) and SAM-2385+SAM-2395 needed.

*SAM-2385* - Preserve question order on import from question pool to
assessment; amendment
*SAM-2395* - Regression: copying from question pools sets some questions
index to the same number, which also prevents reordering the questions

My question is, do either of these depend on SAM-2274 and SAM-2368. Brian
made a "depended on link" from SAM-2395 to SAM-2368 and mentions it in the
ticket. Those aren't flagged for merge, but the affects version is 2.9 and
10. I remember merging them caused a regression and they also relate to
question pools

*SAM-2274* - Question pool: wrong display for questions' list
*SAM-2368* - Question pools are broken

So seems like to get these all in you'd have to merge
SAM-2274->SAM-2368->SAM-2385->SAM-2395?

Or are these independent? (SAM-2274->SAM-2368 & SAM-2385->SAM-2395)
