[sakai-core-team] Documentation - Tomcat 7

No longer true, the issue were fixed 15-18 months ago. They are linked from
that page.

Also, as discussed at the PMC meeting, the instructions are far too wordy.
We do not need to explain to people how to install other bits of software,
unless we require specific configuration.

System requirements:
Tomcat 7 (the latest version)
Maven 3
Subversion 1.6

A note about setting JAVA_OPTS
A note about setting up server.xml
A note about the catalina.properties

Checkout source
Build it via this command...
Start Tomcat.

Done.

Flesh out where needed.

We then have HOWTO pages about configuring Sakai for a different database,
setting up LDAP). I am looking forward to the git move where the above can
be in the readme.MD and we have a docs directory full of versioned HOWTO
pages about certain things. At least that is the dream.

This is for the overall install guide. I do note that that particular page
that you link to is a page on installing tomcat, which is fine, but can be
trimmed considerably.
