[sakai-core-team] Ready for 10.0-RC02?

Derek verified this today, I merged it into 1.3 (2.9.x kernel). Earle can
merge into 10.

I can't think of any other issues that were left outstanding for getting
out rc02 at the moment so maybe later today if nothing else comes up?
