[sakai-core-team] Subversion -> Github Migration

Probably, but it should still be low traffic this week until Friday and it
feels like a very high chance of being positive in the morning.

The unresolved issues for the short term future would be

- Some finishing touches on the initial workflow
- Changing the nightly trunk builds to point to github for updates
- Getting some process to sync back to svn trunk (This isn't a super high
priority and seems like it will be more likely to happen next week, unless
someone is already working on it)
