[sakai-core-team] Roster Regression in 10.1-rc01

Well, there was this merge of a bunch of issues that fixed SAK-26265 but
really changed up roster.

It's more of a question of which bug is worse, this one or ones that
are/were in roster trunk, or this one and any others that might have been
in roster 10.x.

I don't think I'd hold up the release for roster, and I don't know which
issue I'd consider worse. We could cut roster 10.1 before the merge to
SAK-26265 was made or just leave it with this known issue which will
eventually be fixed in trunk and merged.
