[sakai-core-team] 10.1-RC01 blocker

Hi Sakai core team,

https://jira.sakaiproject.org/browse/LSNBLDR-414

is a regression in 10.1 compared to 10.0.  But is it a blocker for the 
10.1 release? Do we need to turn around on a quick RC02?
