[sakai-core-team] [sakai-pmc] Fwd: Peer Review for 2.9.x

I've seen Peer Review work fine in 2.8 and 2.9.  However, it shouldn't be
put into that maintenance branch unless there seems to be an overwhelming
outcry for it since it's a new feature.  Thanks Daniel for checking w/the
community!
