[Deploying Sakai] OAE Administration functions

Yes, I probably didn't explain well. I want to challenge apparent assumptions that seemed implicit in the request. In my mind an important goal is to have very low levels of support and intervention. I don't necessarily think the admin functions will never be needed, but I hope they will only be needed very rarely. The point then becomes where these admin functions are on the priority list if their use is an edge case. Thus for example, being able to do something on behalf of someone else is a variation on "become user" that I would put as much higher priority.
