[Deploying Sakai] Sakai 2.7.1 New Installation

Hi Graham,
Is this a Tomcat package that was installed via a package manager of some sort? If so, you'll need to grab a zip/tar.gz of Tomcat and run that instead. Sakai doesn't play well with Tomcat packages.
