[Deploying Sakai] bigIP f5 issue

I think this has been fixed.  It was a F5 configuration issue in the stream
profile.  Here's what they said worked: the stream profile was http:// to
https://.  We updated it to http://sakaiurl.my.edu<http://learning.usuhs.mil/>
to https://sakaiurl.my.edu <https://learning.usuhs.mil/>
