after i saved this content the second time i've got this:

there are about 30 symbols are missed.

(i'm not quite sure that this text in Russian is shown on your computer
properly, i wrote this email in UTF-8)

Also i've found out that this problem occurs only in Linux environment and
no problem in my develop environment in Windows. The char set is UTF-8 in
the mysql and in the tomcat.

Will follow you suggestion and try version 2.8
