[Deploying Sakai] I want to place sakai.properties outside my Web Server

Agreed full path, and if you're running tomcat as a service, you need to set
these settings in the the tomcat service manager. [1]

If you're running it just from a directory (not as a service) I believe you
can set this in with your java_opts the setenv.bat [2] file in the bin
directory.

I've had better luck with tomcat running as a service; automatic startup,
more reliable logging, easier for me to manage shutdown/startups. (Though I
have had to kill the process still a few times with process explorer [3])
