For Sakai 2.6, check out the Admin Guide.

Point out your favorite browser to:

http://confluence.sakaiproject.org/display/DOC/Sakai+2.6

and click on the "Administer" tab. Then scroll down to the 
"Binary Content and Filesystem Settings" section.
