[Deploying Sakai] File Based Content Hosting

Hello, 
        
I've been trying to store content in the filesystem, but the
sakai.properties file has a reference to a readme file, specifically
section 2.2.7, but I cannot find that file anywhere.  Anyone knows where
I can find that readme??
