[Portfolio] SAK-18929: Evaluations tool fails for a new user from their 'My Worksite' in the demo version of Sakai 2.6.3

Alan lists this as blocker for 2.6.3/2.7.1.  Any ETA on a review and fix.  I am proposing to the TCC today that we release 2.7.1 and 2.6.3.
