[Portfolio] Allowing feedback in AFTER a matrix is published

As in portfolio commenting...I think we are enabling/disabling
the ABILITY TO PROVIDE feedback, which of course is different than the
permission to VIEW it.
The data (comments or form data depending) is still around and (IMHO)
should still be visible to everyone if it has already been made.
