I assume this is a throwback to the days when an organizer had to determine all such things before publishing the matrix. I also assume the problem in this case would be if you can turn it on after publishing, you can also turn it off. What happens to feedback that has already been delivered in a published matrix if the opportunity to provide additional feedback for an item or in general gets turned off?

I see that if I create a matrix and specify that their will be no
general or item level feedback and publish the matrix.
I can't reverse that decision after the matrix has been published. The
radio buttons are greyed out.
Some things need to be locked down once the matrix is open for
business, but this one doesn't seem like it should be.
I'm thinking that is a bug.
