[Portfolio] Portfolio Enhancements Request

The sakai.properties setting is intended for completely disabling the  
option, if an institution never wanted a site-owner to have ability to  
enable/disable the view-all option. Otherwise, the option would be  
enabled or disabled on a site-by-site basis based on the permission/ 
role setting. Would that work for you? Glad to hear we're not the only  
ones with this use case.
