[Portfolio] Fix for SAK-16536

Hey gang,
I¹ve got a fix for http://jira.sakaiproject.org/jira/browse/SAK-16536 and
was wondering if I could run it through a quick code review on Monday¹s
call?  The fix isn¹t too fancy, but fancy enough that I¹d like some
opinions.  The current version is specific to presentations.  Well, specific
to any jsf tool using that tag (which I think is only the presentation
tool).
I was debating trying to make it more generic in case there are other places
in sakai that want to ³localize² dtd files.
But that can be discussed on the call!
