[Portfolio] IE8 and 2.6 Portofolios tool

Hi Christian,

We discussed this problem on today's OSP conference call and were
able to reproduce some of the behavior mentioned below (e.g. problems
with show/hide public url on the share screen and problems with the
'Select by' link). It doesn't look like IE8 was a tested platform for
the Sakai 2.6 release and some thought there were problems with other
tools as well with the IE8 browser.

There were a couple of suggested workarounds:
    (1) There is (allegedly) an IE8 browser setting to put it into IE7
compatibility mode for certain sites/pages.
    (2) The IE7 compatibility mode setting may also be set in the
Sakai source code as a patch (http://www.nabble.com/-Building-Sakai--IE8-compatibility-td23027271.html
).
