Then, for our workaround, we provide a place for user to input the file name
in each form. Then we can check the associations between the file name in
the form and the file name in the matrix cell. So, user still can upload all
files to a single matrix cell, but these files are uploaded for different
forms in that cell. In practice, we found that it is not that hard for user
to do this. This method can solve your problem, although it is not perfect
:)

But in our case we'd really like to be able to associate a file directly
with a form, not just with the cell.  That way, e.g., a cell could contain
multiple forms, each containing information about a particular attached
document.

Before solving this bug, there is a workaround. 

If you attach the file to the matrix cell instead of the form, then it can
work without logging into the sakai system. But, the assumption is that the
file was picked from a folder with "public" property. If the file was
deleted from the folder, then user will still need to log in.

I agree, but it is a little different than SAK-7464, since this use doesn't
deal with the FCK-editor.
I confirmed the bug and logged it as SAK-16203.
