[Portfolio] feature template available for Indiana University Enhancements

Hello friends,

At last Monday's meeting, Beth suggested filling out the top part of the OSP feature template for the IU Matrices Enhancements, attaching the Word doc that we reviewed over the last few weeks in lieu of a design doc.  The completed template is now available at:

http://bugs.sakaiproject.org/confluence/display/OSP/Indiana+University+Matrices+Enhancements

The completed template includes a link to a test server running a version of OSP with the IU enhancements merged to trunk.  Feel free to give the code a test drive.
