We are, in fact, in the midst of trying to document the needs for
commenting or providing feedback on completed work in Sakai 3, and
it's a fair observation they've tended to focus on atomic objects with
summary reviews so far. The notion of marking up a portion of writing
is there (as well as sharing drafts with others for comment, outside
of any formal assessment), but you've put your finger on a few issues
that make it clear this needs to be fleshed out further.

I can't reasonably project implementation dates for features, but for
the moment I can definitely say we'd like to get your help describing
the need. Some good material in this thread already, but in a few days
(when we have something a little more readable) I'd like to share a
'minispec' or three and get your response.
