[WG: I18N & L10N] [sakai-pmc] Proposal: Add Anonymous grading into Sakai 10.3

Right, I think when it was raised a few weeks ago, there wasn't any strong
objection other than having it default to being disabled by default (which
it is now). So that prior announcement seems good enough for this one.
