[WG: I18N & L10N] Sakai 10 and translations

Hi Gao,

Trunk first is the way.

- All changes except fixes exclusive to one maintenance branch should be 
made to trunk for testing purpose before merging. Translations have no 
special status.
- Sakai 10 translations are useful for trunk too.
